What is redistricting?
Redistricting is the process by which political district lines, be they congressional districts at the federal level or council districts at the local level, are redrawn to accommodate disproportionate population growth within each district.
Why redistrict?
The City of San Leandro’s Charter (Section 230) mandates new districts if Census population counts change by five percent or more. The City’s population increased from 79,452 to 84,950 between 2000 and 2010, an increase of 6.9%. Additionally, the population growth was unevenly distributed between the current council districts.
