Safety Program/OSHA Compliance

The City of San Leandro is committed to employee safety in the work place and the furtherance of this commitment has been with the adoption of the Injury and Illness Prevention Program (IIPP).  The objective is to provide a safety and health program which reduces the number of injuries and illnesses to an absolute minimum, not merely in keeping with, but surpassing, the best experience of operations similar to ours.  Our goal is zero accidents and injuries.

In 2003-04, the City began a comprehensive update of its ten-year-old, federally-mandated, Injury and Illness Prevention Program (IIPP).  Under the direction of the Human Resources Director, a Safety Committee, made up of representatives from each City department was formed. 

The purpose of the Safety Committee is to help ensure a safe and healthful workplace and compliance with federal, state and local safety regulations (per CCR, 8 3202, (c) et.al.) through a review of safety inspections to help identify and correct hazards, a review of injury and illness investigations to evaluate cause of injury and corrective action to prevent recurrence, the development of communication between employees and management and the schedule for and review of employee safety training.

In accomplishing the above purpose, the Committee provides advice and input to individual departments on safety matters, ensures that all employees are provided with a safe and healthy workplace and helps identify and discontinue unsafe practices and/or use of unsafe equipment, schedules required safety training, recommends corrective actions to address safety hazards and serves as the communications conduit between employees and management on safety concerns.

The products of the Safety Committee process is the development of written safety programs in compliance with Title 8, California Code of Regulations.  To date, the following programs and procedures have been developed and implemented: IIPP, Emergency Action Plan, HazCom, Bloodborne Pathogens, Hearing Conservation, Respiratory Protection, Hot Work, Heat Illness; Lockout/Tag-out, Elevating Work Platforms; Fall Protection, Confined Space, Scaffold Safety, HAZWOPER, Accident Investigation, Driver Safety, Hazardous Waste, and Safety Inspection.  In addition, staff have completed a comprehensive update of the City's Hazardous Materials Business Plan. 

New programs continue to be developed and implemented and new and recurring program training continues as part of this effort.
