We are stewards of the San Francisco Bay The San Leandro Wastewater Treatment Plant has been in continuous operation for 70 years, 24 hours a day, seven days a week—we’ve been protecting the environment since 1939. We were the first plant in California to meet the State’s tough water quality standards. We produce secondary treated water—the highest quality water of all similar plants in the Bay Area. We perform approximately 45 different tests on the water each day to ensure the effectiveness of our processes. In many ways, the water we send to the Bay is cleaner than the water already in the Bay. Wastewater from homes, businesses, and factories is collected and carried to the treatment plant through 130 miles of sewer lines and 17 remote lift stations. The Plant reclaims about 200 million gallons of water annually for irrigation of municipal golf courses. This means drinking water doesn’t need to be used to keep the golf courses green, and it reduces general fund money expended in the upkeep of these courses. We remove more solids from the water than any other similar Plant in the Bay Area. The biosolids we produce are so clean that the EPA rates them “Class A, Exceptional Quality” - the highest rating possible for biosolids.

|  |  | Wastewater treatment is one of the nation's most heavily regulated industries. The City's Water Pollution Control Plant is subject to stringent permitting and detailed inspections by several State and Federal agencies. Considerable effort is necessary to comply with these permits and adhere to reporting requirements. The plant includes a State certified wastewater laboratory to conduct water analysis required by permits. The laboratory also supports water analysis requirements of the Pretreatment Program. | | Staff also maintains and inspects the city's storm water drainage system. The purpose of the inspections is to detect illegal discharges to the storm water system and prevent this activity from continuing because, unlike the sanitary sewer system, the storm water system DRAINS DIRECTLY TO THE BAY. | Sewer Line Backups When a sewer backup or other problem occurs and you don't know what to do, call the City's Water Pollution Control Plant at (510) 577-3434. We can determine if the problem is with the main public sewer line or the lateral sewer line running to your home or business. The Water Pollution Control Plant will inspect the main sewer line free of charge. If a problem is found within the main, it will be repaired as soon as possible. If the problem is in the lateral sewer line running into your home or business, you will be responsible for repairing the line by hiring a contractor or making the repairs yourself. The State Water Resources Control Board requires that all public wastewater collection system agencies prepare a management plan for their sanitary sewer systems. Each home or business has a separate connection to the public sanitary sewer main called a sewer lateral. Per Section 3-14-640 of the San Leandro Municipal Code, it is the property owner's responsibility to maintain and repair the sewer lateral from the house or business up to the point of connection with the public sanitary sewer main. This includes both the portion on private property and the portion located beneath the sidewalk and street up to the point where the lateral connects to the public main. The Oro Loma Sanitary District The City of San Leandro does not maintain all sewer lines within the current incorporated city limits of San Leandro. In the southern portion of the City, the Oro Loma Sanitary District is responsible for the public sanitary sewer main. The Oro Loma Sanitary District services the following communities: - Ashland
