Incorporated in 1872, San Leandro is a charter city organized under a Mayor, Council, City Manager, form of government. The City Council consists of six Members from six districts and a Mayor. Council Members are nominated by district and elected at-large and the Mayor is also nominated and elected at-large. Each may serve a maximum of two consecutive four-year terms.
The City Council is the governing body of the City with the authority to adopt and enforce municipal laws and regulations. The Mayor and City Council appoint members of the community to sit on the City's various Boards and Commissions, ensuring that a wide cross-section of the community is represented in the City government.
The City Council appoints the City Manager who is the City's chief executive officer. The Council-Manager relationship is comparable to the Board of Directors and CEO relationship in a private company or corporation. The City Manager appoints all City Department Heads and is responsible to the City Council for all City operations. The City Council also appoints the City Attorney who serves as the City's chief legal officer.
