The California Political Reform Act (Government Code Sections 81000-94014) requires certain local government officials and employees to file Form 700s in order to disclose assets and income that might be materially affected by their official actions. They also must disqualify themselves from participating in decisions that might affect their personal economic interests.
Form 700s filed by any official or employee are public documents. They must be available no later than the second business day after they are received. Members of the public may inspect and copy any Form 700 at City Hall:
City Clerk's Office
City of San Leandro
835 E 14th Street
San Leandro, CA 94577
Form 700s for City Council members can be viewed online via DisclosureDocs eRetrieval. Members of the public may also inspect and copy City Council Form 700s at the City Clerk's address and with the State of California:
Fair Political Practices Commission (FPPC)
428 J Street, Suite 620
Sacramento, CA 95814
DisclosureDocs eDisclosure is a free service that enables individuals to submit their Form 700s online. First-time filers must contact the City Clerk to arrange access. Paper forms (signed originals) may be submitted instead to the City Clerk's address.
The Fair Political Practices Commission provides information about filing, as well as forms for those who wish to file on paper.
