Affordable Housing Trust Fund Report
The City’s Affordable Housing Trust Fund (“Fund”) was established to receive fees and/or monies from other sources in connection with approval of a development project.

Homebuyer Program
The City of San Leandro contracts with Bay Area Affordable Homeownership Alliance (BAAHA) formerly Bay Area Home Buyer Agency (BAHBA) to administer first-time homebuyer seminars, homebuyer education and counseling, and the Inclusionary Housing Ownership Program.

Housing Rehabilitation Program
The City's Housing Rehabilitation Program offers a home repair grant of up to $5,000 for needed improvements including compliance with health and safety standards

Inclusionary Housing Program
The Inclusionary Housing Program was created through the City's Inclusionary Zoning Ordinance, which requires new residential development projects (including condominium conversions) to set-aside at least 15 percent of their units for moderate-, low-, and very low-income households.

Mobilehome Space Rent Stabilization Ordinance
After two public readings (May 20, 2019 and June 3, 2019), the Mobilehome Space Rent Stabilization Ordinance (Title 4, Chapter 4-39) was adopted by the San Leandro City Council.

The Rent Review Program offers mediation/arbitration of rent disputes between tenants and landlords.

Rental Housing Counseling
The City of San Leandro contracts with ECHO Housing to provide San Leandro tenants and/or landlords information on their housing rights and responsibilities

Tenant Relocation Ordinance
In September 2017, the City of San Leandro adopted a Tenant Relocation Assistance Ordinance (San Leandro Municipal Code Chapter 4.37, the “Ordinance”) to protect tenants “from the adverse health, safety and economic impacts of displacement.”
