How & Where to Apply for a Planning Permit
Instructions for how to file a planning permit application at the City of San Leandro. We have a Permit Center that we share with other divisions and departments, where you can file your planning permit application and we are also continuing to develop new methods for applying online.

Planning Application Checklists
A complete planning permit application (CUP, Admin Review, Site Plan Review, etc.) needs to include certain documents (for example, architectural drawings, a title report, etc.) to ensure that City staff can fully review your proposal for compliance with all codes. These application checklists (submittal checklists) change every few months, so please download the latest version.

Planning Application Forms
Every planning permit application must be accompanied by an application form. For simplicity, we have two main application forms: one form for applications that are charged a Fixed Fee and another form for applications that are charged a Direct Cost fee. Please use the latest version of these application forms when submitting your application. Other available application forms include appeal forms, and zoning conformance forms for business licenses.

Planning Fees
Planning Permit Fees are used to cover the cost of the time staff spend reviewing a development proposal. Fees in the Planning Services Division are based on either Direct Costs or a Fixed Fee. Development projects typically are also assessed Development Impact Fees, typically after the project is approved and during the building permit process.
