Bay Fair Transit-Oriented Development (TOD)

The Bay Fair TOD Specific Plan (PDF) was adopted by the San Leandro City Council in 2018, following an extensive community engagement and planning process. The Specific Plan sets a vision for the Bay Fair area to become a walkable, transit-oriented community hub, with public gathering spaces and a mix of retail, neighborhood services, housing, and office space. 

On Monday, December 7, 2020, the City Council held a Public Hearing on the Bay Fair TOD Zoning Update and Related Specific Plan and General Plan Amendments and adopted a Resolution approving the updated Specific Plan and General Plan Amendments and introduced an Ordinance approving the Zoning Code and Municipal Code Amendments. On October 4, 2021, the San Leandro City Council adopted the implementation of Zoning Code, Municipal Code, and Zoning Map Amendments to add new design and development regulations for the Bay Fair area and bring the Zoning Code into compliance with the adopted Bay Fair TOD Specific Plan. The adoption of Zoning is a critical step in implementing the 2018 Specific Plan and helps pave the way for future development and private investment in the area around the Bay Fair BART station.

City Council Public Hearing

The City of San Leandro City Council held a Public Hearing on the Bay Fair TOD Zoning Update and Related Specific Plan and General Plan Amendments on Monday, December 7, 2020 at 7 pm. Planning Commission Public Hearing

The City of San Leandro Planning Commission held a Public Hearing on the Bay Fair TOD Zoning Update and Related Specific Plan and General Plan Amendments on Thursday, November 5, 2020 at 7 pm. The agenda, meeting materials, and recording can be found online. The Planning Commission recommended that the City Council adopt the proposed Amendments on a 7 to 0 vote.

Online Community Meeting

The City held an online Community Meeting on the Bay Fair TOD Zoning project on Tuesday, September 1, 2020 at 6:30 pm and received input on the public review draft.

Planning Commission Work Session

The City of San Leandro Planning Commission received an update and provided input on the Bay Fair TOD Zoning project at a Work Session on July 2, 2020 at 7 pm. See the recording. The Bay Fair item begins 2:13:50 into the meeting.
