Brian Anthony
Police Lieutenant Patrol DivisionBrian Anthony was hired by the San Leandro Police Department in 2001. During his first 2 years of employment, he worked as a patrol officer. He then worked in the Tac Unit for approximately 4 years before being promoted to the Vice/Narcotics Unit as a Detective. In 2009, Brian was promoted to the rank of Sergeant and proudly served as the supervisor for the Vice/Narcotic unit for 4 years. Brian then worked as a Crimes Against Persons Sergeant for 5 years before going pack to patrol. In December of 2020, Brian was promoted to the rank of Lieutenant and is currently assigned as a Watch Commander in the Patrol Division. He is also the Commander for the SWAT/Tac Ops team, where Brian has previously served on that team as an operator for 11 years.
Education
Brian's education and Professional Certificates include: Attended the University of Nevada at Las Vegas (UNLV from 1992 to 1996), received his Supervisory Post Certificate and was a graduate of the Sherman Block Supervisory Leadership Institute.
Current Assignment
Brian is currently assigned as a Watch Commander in the Patrol Division.

Melissa Graham
Support Services ManagerMelissa Graham began her Law Enforcement career in 2005 as a Public Safety Dispatcher. She served as a Public Safety Dispatcher from June 2005 through October 2014 before being promoted to Senior Public Safety Dispatcher. Throughout her career as a dispatcher, Manager Graham has been a Communications Training Officer, a California Law Enforcement Telecommunications Systems (CLETS) trainer, Tactical Dispatcher for the SWAT/HNT team, and a Supervisor on the Peer Support Team. In March 2017, Melissa promoted to Dispatch Supervisor, and was promoted to Support Services Manager in January 2021.
Education
Manager Graham's Education and Professional Certificates include: POST Management Course, Emergency Numbers Professional Certification, POST Basic, Intermediate, and Advanced Dispatch Certificate, and the Women's Leadership Institute. She graduated from Cal State East Bay with a Bachelor of Science in Criminal Justice and graduated in May 2021 from the University of San Diego with a Master of Science in Law Enforcement and Public Safety Leadership.

Matthew Barajas
Police Lieutenant Criminal Investigations DivisionMatthew Barajas began his law enforcement career with the San Leandro Police Department in December of 2007. Matthew worked as a police officer until he was promoted to a Vice / Narcotics Detective in 2012. He was promoted to the rank of Police Sergeant in June of 2016 and Police Lieutenant in February of 2021.
He worked a number of assignments to including Patrol, Crime Scene Technician, Vice/Narcotics Detective, Crime Suppression Unit Detective, SWAT Team Leader, Peer Support Team Leader, Force Options Team Leader, Detective Sergeant for the Crime Suppression Unit, and Crimes Against Property.
Education
Matthew was born and raised in San Leandro and earned a Bachelor of Administration Degree in Business and Economics from Saint Mary's College of California. In 2014, he obtained a Master of Arts Degree from Saint Mary's College in Organizational Leadership. Matthew is also a graduate of Leadership San Leandro, reinforcing his commitment and involvement in the community.

Enguang Abe Teng
Police Lieutenant Patrol DivisionAbe Teng started his career with the San Leandro Police Department in 2002. He spent the first 10 years as a patrol officer, while also serving as a Crime Scene Technician and as a member of the Evidence Response Team. Abe served 3 years as a detective in the Special Victims Unit before being promoted to the rank of Police Sergeant. As a Sergeant, Abe has worked as a supervisor in both the Patrol Division and the Professional Standards and Training Unit. Abe was promoted to the rank of Police Lieutenant in December of 2021.
Education
Abe graduated from the University of California, Berkeley, and has a Bachelor of Arts in Asian Studies with a regional focus on China and an emphasis in Economics. He is fluent in Mandarin Chinese and utilizes his linguistic proficiency in community outreach through the Weibo social media platform and as a recurring guest on the Sing Tao Chinese Radio station.
Current Assignment
Abe is currently assigned as a Watch Commander in the Patrol Division.
