Administrative Citations

The City of San Leandro Municipal Code Section 1-12-200 provides for the issuance of administrative citations for San Leandro Municipal Code Violations. There are three levels of penalties that can be issued for a violation. The penalties are as follows: $125 for the First Violation, or a penalty of not more than $200 for a second violation of the same Code section within one year. A third (or more) violation of the same code section by the same person within a 12 month period may be charged and prosecuted as a misdemeanor. Payment

Payment must be made in full within 30 days of the issuance of the citation, unless you are requesting an Administrative Hearing (see below for instructions). Payment may be in the form of a cashier's check, money order, personal check, or credit card. Do not send cash. Make checks payable to the City of San Leandro and write the citation number on your check. Payment is accepted in person, over the phone, or by mail. Call 510-577-3271 to pay by credit card. Traffic office service hours are: Monday through Wednesday from 9 am to 1:30 pm or Thursday from 9 am to 12:30 pm.

Right to Appeal (Administrative Hearing)

Any recipient of an administrative citation may contest the violation(s) by filing a request for an administrative appeal hearing within 21 days of the date the citation was issued. You may request a hearing by: 

  1. Appealing in person at the San Leandro Police Department Traffic Division Window (Monday through Wednesday, 9 am to 1:30 pm or Thursday from 9 am to 12:30 pm).
  2. Calling the San Leandro Police Department Traffic Division 510-577-3271. 
  3. Submitting a request in writing to the San Leandro Police Department Traffic Division. The address for the San Leandro Police Department Traffic Division is 901 E 14th Street. 

In all cases you must provide your name, address, phone number, driver's license number, date of violation and Administrative Citation number. In addition, you must submit the full amount of the penalty with your request for a hearing within 21 days of the date the citation was issued.

Consequences of Failure to Pay the Penalty

If payment is not received within 30 days of the issuance of the citation, a late fee of $40 will be added to the amount, and the new total amount due must be received within 30 days of the date on the late notice. If the new total amount, including the late fee, is not received within 30 days of the date on the late notice an additional fee of 1% of the total amount due will be added per month. The failure of any person to pay the total citation penalty assessed by the Administrative Citation within the time specified on the citation or late notice may result in the Agency pursuing any legal remedies to collect civil penalties.
