Prison Rape Elimination Act (PREA)

The Prison Rape Elimination Act (PREA) prohibits and seeks to eliminate sexual assaults and sexual misconducts in correctional institutions. Sexual abuse encompasses 

  1. Inmate-on-inmate sexual abuse
  2. Inmate-on-inmate sexual harassment
  3. Staff-on-inmate sexual abuse
  4. Staff-on-inmate sexual harassment

The San Leandro Police Department has a zero tolerance policy toward all forms of sexual abuse and sexual harassment (28 CFR 115.111).

Inmates experiencing sexual abuse and/or sexual harassment within this facility should immediately report the behavior to any San Leandro Police Department employee or third party, such as a friend or family member, attorney, or advocate, who may make the report on their behalf.

Make a Report

To make a report:

  1. Come to the San Leandro Police Department, located at 901 E 14th Street, and ask to speak to a Watch Commander
  2. Call the San Leandro Police Department at 510-577-2740, press 1, and ask to speak to a Watch Commander
  3. Mail a Citizen Comment Form (PDF) to the:

  4. Alternatively, inmates may report an incident to Highland Hospital Sexual Assault Hotline, by calling 510-534-9290 or 510-534-9291, available 24 hours
