Disposition and Development Agreement
On February 24, 2020, the long-awaited Shoreline Development Project took an important step forward as the City Council adopted a Disposition and Development Agreement (DDA), which provides a framework for how the development may proceed going forward. The DDA includes a Purchase and Sale Agreement and Leases with Cal Coast Companies LLC Inc. to facilitate the future development of the Shoreline area.
EIR Addendum
Pursuant to CEQA and the CEQA Guidelines, the City of San Leandro completed an Addendum to the San Leandro Shoreline Development Project Final Environmental Impact Report (EIR) in January 2020. The Addendum includes an environmental analysis checklist, based on Appendix G of the CEQA Guidelines, which analyzed the changes to the Shoreline Development Project and whether the environmental effects from the proposed project would be any different from those disclosed in the Certified EIR. The Addendum concluded that the proposed project would not result in any new significant impacts or substantially increase the severity of any significant impacts identified in the Certified EIR. No new information of substantial importance was identified and no new mitigation measures would be necessary to reduce significant impacts.

Environmental Impact Report (EIR)
On July 20, 2015, the City Council adopted a resolution certifying the Environmental Impact Report for the Shoreline Development Project along with the required findings and reports (Mitigation Findings, Findings Concerning Alternatives, Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program). The Council also adopted resolutions to amend the General Plan Land Use Designation and rezone a portion of the site.

Draft Environmental Impact Report (Draft EIR)
The Draft Environmental Impact Report (Draft EIR) for the San Leandro Shoreline Development Project assessed the potential environmental impacts of the proposed project and examined the full range of potential environmental impacts based on the eighteen resource topic areas which included, but were not limited to, the following environmental topics:

- Air Quality
- Biological Resources
- Geology, Soils and Seismicity
- Greenhouse Gas Emissions
- Hazards and Hazardous Materials
- Hydrology and Water Quality

General Plan Land Use Map Amendment
General Plan Land Use Map Amendments were adopted in 2015 and 2020 to reflect the project scope, which includes the RM – Medium Density Residential, RH – Residential High Density, CG – Commercial General, and PR – Parks and Recreation land uses.
Zoning Map Amendments
Zoning Map Amendments were adopted in 2015 and 2020 for the area, which currently includes the RM 2000 – Residential Multifamily 22 units/acre, RM 1800 – Residential Multifamily 24 units/acre, CC – Commercial Community, and CR – Commercial Recreation zoning districts, with a Planned Development Overlay.
