The Permit Center is Open for In-Person Services

The permit center is open Monday, Tuesday, and Thursday 8:00 am to 4:00 pm, and Wednesday 8:00 am to 3:00 pm. Walk-ins are welcome but customers with appointments will be given preference. The cut off for walk-ins is 3:30 pm Monday, Tuesday and Thursday and 2:30 pm on Wednesday. The Permit Center is closed on Fridays and closed for lunch from 12:00 pm to 1:00 pm.

A banner permit is required to have banners installed over E 14th Street between Davis and West Juana.

An Encroachment permit is required when work is occurring within the public right-of-way.

Obtaining an Encroachment Permit

Complete and submit Encroachment Permit application.

Provide site specific, Civil Engineer stamped, Traffic / Pedestrian Control Plans (Per CA MUTCD standards)

Ensure all contractors and sub-contractors have City Business License and current certificates of insurance on file with the city.

Submit sewer lateral / pipe burst forms (if necessary)

Submit Preconstruction video (if necessary)

Pay Encroachment Permit fees and security deposit.

Grading permits are required for any grading project that involves movement of 50 cubic yards or more (approximately 6 dump truck loads) of soil or the excavation of a hole or trench 5 feet deep or more and other conditions as described in the San Leandro Municipal Code. Excavations for swimming pools are exempt from grading permits.

Fees for grading permits are based on the work to be done. The basic cost of the permit is $65 plus an deposit varying in price according to work being done.

Fees / Documents

Effective July 1, 2021 all applications will incur a non-refundable 6% technology fee to cover costs related to appointments, permit processing, digital plan reviews, tracking, payments, and filing. The technology fee will be assessed on all permit activity charges upon final close-out. Fees are updated annually and codified in Title 6, Chapter 4 of the San Leandro Administrative Code.
