The San Leandro Police Department (SLPD) will also be available throughout the year to answer questions that tobacco retailers may have about the sale of tobacco and related products in San Leandro.

Yes. A sign erected without a permit is a violation of Sign Code Regulations (San Leandro Zoning Code Section 4-1814).
Commonly, canvas signs, banners, pennant, streamers, balloons or other temporary signs are prohibited (Temporary signs, such as banners are permitted two times per year with a Temporary Sign Permit). Mobile A-frame, portable signs, feather signs, blimps, lasers, signs with flashing lights, and animated signs are also prohibited.
Signs that resemble any official governmental marker, or conflict with the proper functioning of any traffic sign or signal, or would be a hazard to vehicular or pedestrian traffic are prohibited.
Signs that produce odor, sound, smoke, fire, or other such emissions are prohibited.

For an Open House, you may display no more than five signs between the hours of 10 am and 6 pm per property for sale. Each sign may not exceed five square feet in signage area. All signs must be installed on private property. (San Leandro Zoning Code Section 4-1806 (H))
In residential districts, Real Estate signs may not exceed six (6) sq. ft in signage area, exclusive of riders. You may display one sign per listing broker, per frontage of the property. Riders are limited to no more than 3 square feet.In commercial and industrial districts, maximum sizes of Real Estate signs are based on frontage as follows:
Additionally, window signs may not exceed the dimensions of 2 by 3 feet. All signage must be non-illuminated. Sign structure shall be neutral or matching color. All signs shall be maintained in good condition and free of graffiti.

An individual tenant may place temporary signage on a site for a maximum of two 15 day periods each calendar year, subject to the approval of the Zoning Enforcement Official. A dilapidated building is a neglected building or structure that has been abandoned, partially destroyed, and has broken windows. This also includes partial construction which may have been left for an extended period of time; buildings subject to demolition but have not been demolished; and buildings with cracking and peeling paint. Structures left in a state of blight are a nuisance to the community and can pose health and safety concerns. If you have received an NOV or SWO, a Building Code Enforcement Officer has already researched the City database confirming there are no permits on file. Contact the issuing officer within the prescribed time frame on the notice. To ensure compliance, a building permit will be required to bring the converted garage back to its original state. Once compliance is achieved, the case will be closed.

On receipt of such appeal, the Building Official shall set the matter for hearing before the Board of Appeals. Overgrown vegetation is likely to harbor rats, vermin or other nuisances which could impact neighboring properties, the public right-of-way, or obstruct the view of drivers. Overgrown vegetation must be cut or trimmed such that it is no longer a nuisance. Please dispose of clippings in a proper manner, such as the green waste container. Hedges are an arrangement of plants or trees that form a barrier to enclose or screen areas of land and may obstruct the clear view of the property. Yes, property owners are responsible for ensuring that the sidewalk in front of their house or business is not obstructed by landscaping and that the sidewalk is clear of weeds and other debris. Additionally, should land exist between the back of the curb and the sidewalk, property owners are responsible for maintaining this area. Building permit fees are calculated using a sliding scale, which is based on the construction valuation of each project. Permit Center staff can calculate projected permit fees if you know the project valuation for the project. Typically, plans, specifications, energy calculations, soils reports and other data are required whenever new construction work is proposed. The documentation is reviewed by all pertinent City departments to ensure compliance with applicable codes and regulations before building permits are issued. Permit applicants should allow between 5 to 20 working days, depending on the complexity of the project, for initial plan review activities to be performed. In order to provide fast and efficient plan review services, we utilize in-house personnel as well as consultant agencies. Upon issuance of a Stop Work Order, the cited work shall immediately cease. The Stop Work Order shall state the reason for the order, and the conditions under which the cited work will be permitted to resume.

The accumulation of litter, debris, trimmings or trash on any property, including the public right of way, which is generated on, or as a consequence of the use or maintenance of the property is the responsibility of the property owner. Outdoor storage is the accumulation of abandoned, discarded, or dilapidated objects; including but not limited to: junk, machine parts, scrap material, appliances, furniture, household furnishings, containers, packing materials, and scrap metal. Accumulation of dirt, sand, gravel, concrete, litter, debris or similar material is also considered Unlawful Outdoor Storage unless permitted by applicable zoning designation and/or conditional use permit. (San Leandro Municipal Code Title III, Section 3-1-200)

Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this Code, or to cause any such work to be done, shall first make application to the Building Official and obtain the required permit.

Solely for the purpose of calculating the lowest bid or proposal, bids from San Leandro businesses will be reduced by 10%. Bids from a joint venture that includes a San Leandro business will be reduced by 5% (the San Leandro business must receive at least 5% of the total contract amount).
The maximum bid reduction under this policy is $50,000 per contract.

Most venues do not have an annual limit per library card number; however, there are some venues that have placed a restriction on the number of times you can use a pass. You will find details about each pass within the venue information.
The admission number shown on the reserve pass is the maximum number that can go. If you are an individual, you are free to use a pass for multiple adults.
Most schools use leveled reading or guided reading to match up a child with a book at the correct reading level for them. Leveled reading uses various assessment tools to determine how well your child reads, and then matches her to books that are challenging enough for her to make progress. Books are categorized into levels of difficulty.
Among the more popular systems for reading assessment are The Lexile® Framework for Reading, Accelerated Reader (AR), Fountas and Pinnell and DRA. If you don't know your child's reading level, you can ask the teacher.
At the public library, our books are not organized by reading level, but you can find information about Accelerated Reader and Lexile levels, by using our online library catalog.

A Citizen's Inquiry is any contact with a citizen in reference to an issue of concern which does not require a formal investigation. The Citizen's Inquiry process seeks to resolve the issue at an informal level, to the satisfaction of the citizen, through discussion, explanation or clarification. Citizen's Inquiries are generally handled by an on-duty supervisor. A Citizen's Inquiry that is not resolved can become a formal Citizen's Complaint.
There are times when the actions of an employee may appear to be inappropriate, but are procedurally and legally correct. This happens sometimes with issues of search and seizure, or self-incrimination warnings (Miranda Admonitions). We invite you to ask these types of questions, and we will seek to respond quickly to your inquiry. Usually, this can be done by the supervisor or watch commander.
A Citizen's Complaint is a formal documentation involving a complaint against personnel or against Department policy or procedure which was not resolved through the Citizen Inquiry process or due to the serious nature of the allegation(s). All Citizen's Complaints are forwarded to the Professional Standards and Training Unit for review. When appropriate, the Professional Standards and Training Unit will then assign the complaint to an investigator for follow-up. The investigation will usually include a review of all applicable reports, policies and procedures, examination of any evidence or medical records and interviews with all parties involved.
Any person who witnessed an incident, who feels the Police Department treated him or her in an adverse manner, or has direct or well founded knowledge of inappropriate actions by any police employee, may make a complaint.
Complaints may take a day and up to months to complete depending on the complexity of it. Generally, an investigation is completed within 60 calendar days. Our goal as an agency is to conduct thorough yet timely investigations to bring resolution to the incident. We strive to be as responsive as we can to our community.
During the investigation, the complainant along with all witnesses, will be interviewed in detail concerning the incident. Once an investigation is concluded, a disposition will be determined. If an employee contests a finding, complainants may be asked to testify in a Civil Service Hearing or before an Arbitrator. If the investigation leads to the filing of a criminal complaint and the matter goes to trial, you may be required to testify in court.

Businesses participating in Crime Free Business say the training has added a lot to what they knew about protecting their businesses and employees from crime and that making changes in their businesses would not be difficult. The training has also motivated them to make the necessary changes to become Crime Free certified.

The Crime Free Multi-Housing Program was developed at the Police Department of Mesa, Arizona, in 1992 and has since spread throughout the United States and Canada. The program has been implemented in over 40 states, 4 Canadian Provinces, and over 1,400 cities including cities in Japan, Finland and Puerto Rico. Property managers are reaping the benefits of reduced crime, better community awareness, increased property values, more attractive neighborhoods, advertisement of participation and improved quality of life.
Getting involved in the City's Crime Free Multi-Housing Program is simple. There are no requirements other than the desire to establish or maintain a "Crime Free" environment. The three phases of the program do not have to be completed in consecutive order; however, we do recommend attendance of the Phase I Training Class first, as this class outlines all three phases of the program. Once the apartment community is fully certified, the property will be allowed to display Crime Free Multi-Housing signs. The property will also be granted use of the program logo for marketing purposes.

If your incident is an emergency, call 911. If you want to make a report of a non-emergency incident, call 510-577-2740 and an officer will respond to take your report.
No, if a crime occurred outside of the City of San Leandro then you need to contact the police agency that is responsible for that location. Reports entered online that occurred outside the city limits will be rejected. If this occurred in unincorporated San Leandro, please call the Alameda County Sheriff's Office at 510-667-7721.
If you want to report an incident that occurred on a freeway, please call the California Highway Patrol office nearest you.
A known suspect is when you or someone else knows the identity of the person, or where to find the person, who committed the crime. It would also be considered a known suspect if you have the license plate number of the vehicle the suspect(s) were in.
If there is obvious evidence that was left behind by the suspect or if you are concerned about potential fingerprint evidence being not collected, then an online report is not appropriate for you. Officers will not respond at a later time to collect evidence for reports made online. Evidence left at the scene of a crime is time sensitive and easily destroyed. If you desire evidence to be evaluated or collected, then you should make your report by calling 510-577-2740 so an officer can determine if the potential evidence is useful.
When you complete your online report you are given a temporary report number for reference only. This number is used if you need to check on the status of your report or there is additional information that needs to be added. The temporary report number is not an official police report and should not be provided as proof that a police report was filed.
The online reporting system is not continuously monitored by police personnel. Depending on staffing and day of the week, your report may not be reviewed for a few days. Once your report is reviewed, you will receive a copy of your official police report via the email address you provided.
There is no cost to complete your police report online. You will receive a free copy of the report sent as an attachment to the email address you provided.
An email address is required to complete the online reporting process. Notifications will be sent to the email address if any additional information is needed or if a report is rejected. Red light cameras are used for law enforcement in New York City, Sacramento, San Diego, San Francisco, Denver and Scottsdale, Arizona, to name a few larger cities. Similar systems have also been successfully used in countries such as Australia, Austria, Belgium, Canada, Germany, Israel, the Netherlands, New Zealand, Singapore, South Africa, Switzerland and the United Kingdom.
Most people agree that driving on public roads is a regulated activity as well as a right. By obtaining a license, motorists agree to abide by certain rules - to obey traffic signals, for example - for the health and safety of all. Neither the law nor common sense suggests that drivers should not be observed on the road or have their violations documented. When citations are issued, the only recognizable person in the photos is the driver - all passenger faces are carefully blocked out.
Trained Police Officers review each citation before it is issued to ensure that a vehicle is in violation of the law. Tickets are mailed to vehicle owners only in cases where it is clear a vehicle ran a red light and the photographed driver's gender matches that of the licensed owner or a licensed driver in the owner's household.
The American public strongly supports the use of red light cameras. Two 1995 surveys sponsored by the Insurance Institute of Highway Safety revealed that nationwide, 66% of 1,006 people polled said they favor the use of red light cameras, compared with only 28% who opposed. A 1996 survey by the Insurance Research Council found that the highest support for red light cameras was in large cities, where 83% of respondents supported their use. Strong support is also found in communities where cameras are used; recent red light camera programs in Oxnard, California, and Fairfax, Virginia, for instance, were supported by 80% of residents polled.
Drivers who run red lights are responsible for an estimated 260,000 crashes in the U.S. annually, killing over 800 people each year. Nationally, red light running fatalities increased by 15% between 1992 and 1997, far outpacing the 6% rise in all other fatal crashes. Red light running crashes are also the most likely to cause injury. Occupant injuries occur in 45% of red light running crashes, compared with 30% for other crash types.
Enforcing traffic laws in dense urban areas by traditional means poses special difficulties and dangers for police who, in most cases, must follow a violating vehicle through a red light to stop it. This can endanger other motorists and pedestrians. Also, communities such as San Leandro do not have the resources to allow police officers to patrol intersections as often as needed to ticket all red light runners. Camera programs work around the clock and free police to focus on other enforcement needs.
A violation occurs when a motorist deliberately enters an intersection after a signal light has turned red. Motorists who are already in an intersection when the signal changes to red - while waiting to turn, for example - are not red light running and are not ticketed.
Camera enforcement programs have been proven to reduce red light violations as well as crashes and injuries at intersections. In Oxnard, California, for instance, red light running dropped by 42% through the use of a photo enforcement program. In other cities, intersection crashes have fallen by at least a third and serious injuries have fallen by 10%.
All types of people run red lights. The most common reason (47%) for red light running is impatience. Red light runners are more likely to be younger, have poor driving records and drive older, smaller vehicles. They are also less likely to use seat belts and are three times more likely than other drivers to have multiple speeding convictions. This means that red light runners are typically at a higher risk of injury in a red light running collision and so are the people they crash into. Motorists who are fatally injured running red lights are much more likely (35%) to be over the standard drunken driving threshold (blood alcohol concentration of at least 0.08%) than drivers of the other vehicles involved in these crashes (6%).
Police Volunteers will call enrollees on a pre-arranged day and time (Monday through Friday 8 am to 3 pm) each week. If an enrollee does not answer the phone after several attempts, a series of steps follow to ensure their safety and well-being.

The City's Ordinance requires contractors to recycle 100% of all asphalt/concrete and 50% of all other Construction and Demolition (C&D) debris from construction and demolition projects valued at $100,000 or greater at the time the building permit is issued.
As of January 1, 2017, the California Green Building Standards Code requires a C&D waste management plan and 65% waste diversion of non-hazardous materials for all new construction, all commercial renovations and most residential additions/alterations. Mixed C&D facilities accept mixed loads of materials (i.e. cardboard, wood, metal, drywall, etc.) that they sort, process, and distribute. Going to a mixed C&D facility is a convenient option if you do not have the jobsite space to separate materials, and/or if you do not have the time to take sorted materials to various recycling facilities.
Note: Recycling fees for mixed loads tend to be higher than for separated loads. Materials must be directed to the recycling area at these facilities to be properly recycled.

There are two exclusive franchised waste haulers that operate in the City of San Leandro, based upon which service area the project is located in. To obtain a debris box you must use the hauler designated for your job site:
It is important to notify the franchised waste hauler that you are required by the City to recycle the debris.
Section 3-6-320 of the San Leandro Municipal Code states that no one other than the City's exclusive franchisee may collect solid waste, recyclables, or green waste within the City of San Leandro. Contractors and sub-contractors may remove construction and demolition debris from the property where they are performing work as an incidental part of a construction project.
In addition, Section 3-6-340 of the San Leandro Municipal Code states that no one other than the City or its franchisee or contractor may place a container within the City for the collection of solid waste, recyclables, or green waste, unless the person is the owner, operator, or manager of a residential property or commercial or industrial establishment and self-hauls such material.
If the debris from the job site is contaminated with asbestos, lead or other hazardous materials, you must still complete the Waste Diversion Plan, designating the contaminated material for disposal and listing the disposal site. You must also obtain a letter from the disposal site stating that the material is contaminated and cannot be recycled and submit the letter to staff to be exempted from the ordinance requirements.

You as the property owner are responsible for maintaining and repairing your service laterals (sewer pipes). Service laterals run from the connection at the home/business to the connection with the public sewer.

Yes. Effective August 15, 2018, tobacco and tobacco products with a distinguishable taste or aroma are prohibited for sale in the City of San Leandro, with the exception of menthol-flavored cigarettes, which may continue to be sold.
Flavored tobacco products are defined as any tobacco product (other than cigarettes as defined by the U.S. Food and Drug Administration) that contain a constituent that imparts a characterizing flavor. This includes cigars, little cigars, pipe tobacco, hookah tobacco, snuff, chewing tobacco, dipping tobacco, bidis, blunts, electronic cigarettes and electronic smoking devices. Rolling papers, blunt wraps, hemp wraps or other products used to smoke tobacco products, but which themselves do not contain tobacco, are not considered a tobacco product.
