A dilapidated building is a neglected building or structure that has been abandoned, partially destroyed, and has broken windows. This also includes partial construction which may have been left for an extended period of time; buildings subject to demolition but have not been demolished; and buildings with cracking and peeling paint. Structures left in a state of blight are a nuisance to the community and can pose health and safety concerns. It is the responsibility of property owners to maintain all buildings and structures on the property. (San Leandro Municipal Code Title III, Section 3-1-200 (e) (1))
