From her time as a pre-school teacher to her present term as Mayor of San Leandro, Pauline Russo Cutter’s core values can be distilled down to the simple ingredients of family, community, cooperation and sustainability, with an emphasis on kindness. Using that framework, she is helping to leverage the latest technological innovations to transform one of the most diverse cities in the country into the forefront of Smart City innovation.
Mayor Cutter’s tenure in public service began with her career as a pre-school teacher, serving the youngest of constituents. Seeing first-hand the needs of families in her community and knowing how far resources could go with the right amount of efficiencies, helped set the template for her political career. Nineteen years ago, she was first elected to public office as a member of the local School Board, eventually serving as Board President.
As a member of the School Board, over $200 million in facilities and programming were invested in San Leandro schools. During her 12-year term, she oversaw numerous construction projects, which touched each facility in the district. While serving as President, she also helped organize parents, teachers, and business leaders to endorse a $109 million bond measure to successfully build a brand new high school campus, along with a 550-seat, state-of-the-art theater and art education center.
Mayor Cutter’s aptitude for leveraging funds to improve infrastructure continued into her tenure as a City Council member, when she was elected in November 2010. Shortly after being elected, she was actively involved with the formation of Lit San Leandro, a ground-breaking public-private partnership that created an underground high-speed fiber optic network, connecting the City’s downtown area to manufacturing sites, tech companies, and eventually every public school in the district.
Most recently, Mayor Cutter’s eye for efficiency paved the way for a $5.2 million partnership with Climatec, which is enabling the City to achieve guaranteed energy savings through installation of an array of new projects and improvements in City facilities that will fully off-set the cost of implementing the program.
Recognized as a regional leader in Northern California, Mayor Cutter also serves as the Past President of the Alameda County Mayor’s Conference, member of the Bay Area Air Quality District Board, and Vice Chair of the Alameda County Transportation Committee. Most recently, she has also been named Chair of the Women Mayor’s Leadership Alliance.
Throughout all of her hard work at the local, regional, and national level, Mayor Cutter emphasizes that San Leandro is a city where kindness matters, and uses that mantra to help advance her vision of increasing inclusiveness in all matters of policy making.
