Jeff Tudor
Chief of Police

Chief of Police Jeff Tudor was born and raised in San Leandro and began his career with the San Leandro Police Department in 1995.  He has worked in Patrol, Criminal Investigations, Traffic and the Crime Suppression Unit.  He has also worked a variety of assignments including SWAT, Field Training Officer and as a Departmental Instructor.

His Education and Professional Certificates include:  Bachelor’s Degree in Mass Communications from Sonoma State University, Post Advanced Certificate and Post Supervisory Certificate.  He has completed leadership training from the POST Supervisory Leadership Institute, Supervisory Leadership Institute Class 254, POST Management Course, Senior Management Institute for Police and is also a graduate of the FBI National Academy Class 247.

He is currently the Chief of Police.

Luis Torres
Police Captain
Bureau of Operations

Captain Luis Torres started his career with the San Leandro Police Department on October 15, 1998. He has worked a variety of assignments including patrol, crime scene technician, school resource officer, sexual assault/juvenile crime detective, background investigator and personnel and training.

Captain Torres has served as the commander overseeing the Patrol Division, K9 Program, Hostage Negotiations Team, Color Guard and the Professional Standards and Training Unit.

His education consists of an Associate’s Degree from Evergreen Valley College and a Bachelor’s Degree in Criminal Justice from Chapman University. He has received leadership training from the POST Supervisory Leadership Institute and the Police Executive Research Forum’s Senior Management Institute for Police. Captain Torres holds POST Advanced, Supervisory and Management Certificates.

He is currently the Captain overseeing the Bureau of Operations and serves as the Emergency Services Manager for the City of San Leandro.

Jamie Knox

Jamie Knox grew up in Roseville, California and began his law enforcement career with the Roseville Police Department in 1993 as a Law Enforcement Explorer until he was hired as a Public Safety Dispatcher two years later. In 1996 he was hired by the Rocklin Police Department, as a Police Officer, where he worked many assignments including: Patrol, Field Training Officer, Canine Officer, SWAT, Honor Guard, and Detectives. After being appointed to Corporal, he promoted to the rank of Sergeant and worked in patrol before transferring to the Professional Standards Unit. Once there, he was responsible for the agency’s first CALEA Reaccreditation Assessment, Internal Affairs, and Training and Personnel. Jamie was promoted to Lieutenant in 2011 before being transferred back to patrol. Jamie oversaw many units within the Operations Division including: Patrol, Traffic, Animal Control, SWAT, and the Rocklin/Roseville Regional EOD Unit.

In early 2015, Jamie accepted a position with the Novato Police Department as a Captain. During his tenure at Novato, Jamie was responsible for the Administrative Services Division and oversaw Communications, Records, Professional Standards, Property and Evidence, Emergency Services, Crime Analysis, budget and fiscal matters, and technology projects.

Jamie joined the San Leandro Police Department in 2017 and currently serves as the Captain overseeing the Bureau of Services. Jamie holds a POST Management Certificate, a Bachelor of Science degree in Emergency Management, a Master of Science degree in Organizational Leadership, and is a graduate of the FBI National Academy.
